hybrid Chief Information Officer (CIO) position will lead the
agency in developing, implementing, and maintaining a robust IT
strategy, with a strong emphasis on desktop support, IT security,
and technology development. This includes the integration of
systems, data strategy, and the development of tech programs that
drive business objectives. The CIO will be responsible for
fostering a collaborative environment where business-oriented
solutions are created to meet program needs while balancing budget
constraints, system security, ease of use, and high standards of
service delivery. This leadership role requires both strategic
vision and hands-on expertise in IT operations.Essential
Functions:Leadership/Collaboration:
- Develop and maintain a comprehensive IT strategy that aligns
with and supports business objectives, with a focus on desktop
support, system security, and technology development.
- Effectively gain support from the Executive Team and business
owners.
- Collaborate with Fiscal for IT budget planning and financial
management of the IT operations annual operating and capital
expenditure budget for IT and manages expenses to stay within
plan.
- Lead, support, and mentor IT staff, fostering an environment of
customer support, collaboration, and continuous improvement. Ensure
that IT professionals are equipped to support desktop and help desk
services, as well as security infrastructure.
- Build strong relationships with senior leadership to align IT
priorities with the evolving needs of the agency, ensuring minimal
disruption to business processes while achieving security and
development goals.
- Oversee the implementation of IT strategies that promote
operational stability, system integration, and effective data
security management.
- Establish clear performance metrics for IT systems, help desk
services, and security protocols, ensuring measurable improvements
in system uptime and user satisfaction.
- Lead IT outsourcing efforts, ensuring that external
partnerships and vendors enhance internal capabilities and support
business objectives.
- Navigate high-change environments and ambiguity, ensuring that
IT goals remain aligned with evolving organizational priorities,
while managing change effectively.
- Develop and/or maintain strong collaborative relationships with
key external stakeholders and partners, including but not limited
to the Executive Office of Aging and Independence (AGE), the
Executive Office of Health and Human Services (HHS) and Mass Aging
Access (MAA) to focus on network wide systems integration and data
analytics.Operations Management & Delivery:
- Possess deep understanding of IT systems, infrastructure, and
emerging technologies. Oversee all technology operations and
evaluate according to established goals.
- Stay abreast of and consult with management team to identify
and adapt to rapidly changing technology landscapes and business
needs.
- Maintain cybersecurity that protects the organization's data
and systems.
- Stay informed about emerging IT trends and advancements and
determining their potential value for the organization. Advise on
emerging technology such as artificial intelligence.
- Oversee a team of engineers and help desk staff, ensuring they
are delivering high-quality desktop support and other services to
end-users.
- Oversee and deliver IT projects on time and within budget.
- Integrate IT solutions that support both business processes and
end-user needs, including security measures for all devices and
systems.
- Drive continuous improvement initiatives that ensure IT systems
are secure, stable, and effectively meeting program needs.
- Manage projects from conception to execution, focusing on
technology upgrades, desktop support initiatives, security
improvements, and system integrations.
- Proficient in identifying, assessing, and mitigating IT-related
risks. Oversee planning for disaster recovery and
continuity.Behavioral Competencies:

Have Advanced Skills in:
- Desktop Support and Troubleshooting: Expertise in providing
desktop support and user assistance, with a strong focus on
delivering timely and effective solutions to end-users.
- IT Security: In-depth knowledge of security best practices,
including managing firewalls, intrusion detection, and
enterprise-level virus/malware protection.
- Tech Program Development & Integration: Experience in
designing, developing, and integrating technology solutions across
various platforms, ensuring seamless data exchange and operational
efficiency.
- Data Strategy & Management: Knowledge in developing and
executing data management strategies that enhance decision-making,
security, and system performance.
- IT Infrastructure Management: Advanced skills in network
management, including Windows Network/Server Administration, VMWare
virtualization, and mobile device management.
- Help Desk Support: Leadership in help desk operations, focusing
on providing high-quality, user-friendly support for all agency
staff.
- System Administration: Proficient in the administration of
Microsoft technologies (Office 365, Active Directory),
hardware/software installation, patch management, and remote access
solutions.Qualifications:
- Bachelor's Degree in Information Systems, Computer Science, or
a related field is preferred. Advanced degree preferred.
- Professional certifications in network systems (Cisco,
Microsoft, VMware, Azure) and PMP are preferred.
- At least 15 years of experience in IT infrastructure, IT
service management, network operations, and end-user
computing.
- Proven track record in a senior IT leadership role, with at
least 10 years of experience managing teams and systems
development.
- Strong experience in healthcare IT is highly preferred.
- Excellent written and verbal communication skills, with the
ability to explain complex technical concepts to non-technical
stakeholders and senior leadership.
- Ability to prioritize, multi-task, and lead projects in a
fast-paced, dynamic environment.Hours: 37.5 hours per weekOur
